Minnesota War Orphans Education Benefit

Eligibility
  • Applicant (War Orphan) must be a Minnesota resident for at least two years prior to application
  • Deceased veteran (parent/guardian) must have been a Minnesota resident for at least 6 months immediately prior to the time of entry on active duty
  • Veteran must have dies while serving on active duty or as a result of a service-connected condition.  This determination is made my the US Department of Veterans Affairs (US DVA) or other instrumentality of the United States
  • “Veterans Child” includes birth or adoption, but does not include step or foster children.

How to Apply

Complete Department of Veterans Affairs application form (MDVA-3 Application for Minnesota War Orphan Education Benefit)

Obtain proof of service-connected death of veteran parent from the VA Regional Office and the DD214, or other official notice of death while on active duty (Casualty Report, DD Form1300)

Provide a birth certificate and proof of current Minnesota residency for the previous two years.

Send completed application to: State of Minnesota, Department of Veterans Affairs, 20 West 12th Street, St Paul, MN 55155

Subsequent applications should be submitted using the MDVA-3A Renewal Application for Minnesota War Orphan Education Benefit
Benefits

Admission to Minnesota “institutions of university grade” free of tuition until a bachalor’s degree (or equivalent) has been obtained.  The University of Minnesota will begin waiving tuition for War Orphans fall semester 2006.  NOTE:  Free tuition does apply to private colleges or universities.A maximum payment of $750.00 in a fiscal year (July 1 – June 30).  Payment may be used for fees, books and supplies, and/or room and board.  May also be used toward tuition at institutions where the free tuition part of the program does not apply.Program may be used at the following institutions located within the state of Minnesota:
  • State Universities
  • Community Colleges
  • Vocational-Technical College
  • Campuses of the University of Minnesota
  • College of higher learning accredited by the North Central Association of Colleges and Secondary Schools
  • Theological Seminary
  • Nursing School approved by the Board of Nursing

Oregon Veterans Educational Assistance

The Oregon Department of Veterans' Affairs provides educational benefits for pursuit of approved training courses.

Benefits will be paid for as many months as the veteran spent in active service, up to a maximum of 36 months. Veterans' who qualify for the program are entitled to receive up to $150 per month.   Benefits are paid for classroom instruction, home study courses, and for vocational training from an accredited educational institution.
 
Note: ODVA’s Educational Aid will not be paid if the veteran is currently receiving federal educational benefits under any federal act.

Payment Amounts
  • Full-time students are entitled to receive up to $150 per month.
  • Part-time students are entitled to receive up to $100 per month.
  • School criteria determines full-time and part-time status.
Eligibility Requirements

1. Active duty in the Armed Forces of the U.S. for not less than 90 days; and
2. Released from military service under honorable conditions; and
3. Is a resident of Oregon when applying for State Educational Aid; and 4. Is a citizen of the United States; and 5. Served during the Korean War (June 25, 1950 to January 31, 1955) or after June 30, 1958.

New Benefit for Dependents of Deceased, Disabled Oregon Veterans

Oregon's State Legislature passed a law that provides a full-tuition waiver for a bachelor's or master's degree at an Oregon University System institution for children or spouses of servicemembers who died on active duty, became 100 percent disabled in connection with military service, or died as a result of a disability sustained on active duty after Sept. 11, 2001. Educational Assistance

I am in need of some educational assistance for my daughter Aliyah.  She is living with Dyslexia, and I'm living with Sickle Cell Disease.  I know what it is o struggle in school due to my illness.  I don't want her to struggle as well.  Please help us get the financial assistance, so she will be able to function when she becomes an adult.  She is currently enrolled at The Odysses School, in Stevensen, MD, the tutition is $24,600.00 per year.  Please help us.
